Estates Delivery
Owen’s interest in estates stems from joining the NHS as Assistant Director for Primary Care in Haringey in 2018. In this role Owen took forward negotiations that led to four new health centres being opened. Owen also wrote the Strategic Outline Case that led to the establishment of an award-winning Community Diagnostic Centre.
The two North Central London general practices rated as overall CQC ‘Outstanding’ operate from the new health centres.
The most recent health centre to open was the Welbourne health centre in Tottenham.

Estates Strategy
Owen is developing cutting-edge thinking around the link between local care estates and outcomes.
Owen coordinated the North Central London (NCL) Estates strategy, praised in NHS England as “the best show in town”. His analysis on the correlation between the primary care estate, service risks and outcomes has been shared across London and nationally.
Owen was seconded to the NHS England Strategy Directorate to support the national Infrastructure strategy. He chaired a group of ICB Estates Directors and coordinated a ‘Chair’s breakfast’ seminar on primary care estate.
Owen left the NHS in December 2024 but continues to support as an independent consultant. His first engagement was a long-term primary care revenue strategy in NCL, linked to the development of primary care and neighbourhood hubs.
Academic research and professional development
Owen has has been approved to start a research doctorate on primary care estate at UCL:’s Bartlett school from October 2025. He lectured on a master’s course at the Bartlett school in December 2024.
Owen graduated from the NHS Leadership Academy’s Rosalind Franklin programme with a “Strong Pass” in 2023. The assessor commented: “you have very strong system leadership skills in leading across boundaries”.
Strategy and health experience
Owen worked for EY’s health team as a management consultant between 2009 and 2018. His work included strategic planning, analytical reviews and implementation projects. Prior to EY, Owen worked in strategy roles in the Department for Work and Pensions and European Commission.
Personal Life
Owen lives in Haringey with his wife Siwan and their two daughters. Owen and Siwan adopted through Barnardo’s and have shared their experiences to support the charity. Barnardo’s | Adoption | Owen and Siwan.
